An environmental lobbyist. Appointed by Gov. Jim Hunt to Assistant Secretary for the Environment of the North Carolina Department of Environment and Natural Resources (DENR) in January 1998 and Secretary of DENR in September 1999. Executive Director of the Clean Water Management Trust Fund from 2001 to 2006. He is now Director of State Policy at the Nicholas Institute for Environmental Policy Solutions of Duke University
