Scope and Contents
Contains legal documents, filings, and correspondence from Ritter's 1983 case against Onslow County regarding proposed development on Permuda Island, a barrier island located in Stump Sound between the coast and Topsail Island. Ritter, along with her husband Graham, William H. Rice, and Page Hansley sued Onslow County and its board of commissioners, as well as Marshall C. Thomas and Billie A. Thomas, developers who submitted the rezoning request to add condos and a marina to the island.
Ritter joined with the newly formed North Carolina Coastal Federation to oppose any future development and preserve the island, as runoff from the developed island would pollute the estuarine waters of Stump Sound, where Ritter and her family had been fishermen for generations. They would win their case in 1987, when Permuda Island was acquired by the state and became part of the North Carolina Coastal Reserve.
